この文章で大事なのは「所有のwith」です。「〜をもっている」という意味です。

例：a boy with a red nose　→　赤鼻をもっている少年（赤鼻の少年）

課題文では「heavy dogs」を詳しく説明するためにwithが用いられています。「strong muscles（by which to toil）」と「furry coats （to protect them from the frost）」をもった犬という意味になります。

［訳］　こうした男たちは犬を欲しがった。彼らが手に入れたがったのは、重労働に耐えられる強い筋肉と厳しい寒さから体を保護する毛皮を備えた体格のいい犬だった。
